Working visa question?

i am a malaysian international student currently studying in Australia under a temporary residence visa or whatever. im finishing school this year and next year would like to enter a working holiday course teaching English in Japan with TESOL. considering another case of working visas, do i have to be an Australian citizen to be allowed this? I hope to get my permanent residence status within six months...
