Does the USB/PS2 power jumper on a motherboard power all the usb ports or just the ones on the rear panel?

I have a ASROCK AM3 M3A770DE and it has a missing terminator for the jumper I mentioned in the question. I know this is definitely why my rear usb ports aren't working, but my front panel usb ports also aren't working and I'm just wondering if that's a whole separate problem or if this jumper also powers those.
