Who is the real lightning thief?

I am on the 5th book and my friend asked me to tell her cause she didn't remember. To my surprise, I didn't remember either. I know that Ares gave Percy the bolt in the backpack, that Ares was not the lightning thief. Ares caught the real lightning thief but let him go for some reason. What was the reason and who is the real lightning thief?
