How to change size of crochet bootie pattern?

i'm following a booties crochet pattern. i want to make them bigger. Do i double the stitches thoughout the whole pattern continuosly or do i add more stiches in the initial chain and continue following the pattern as is? ANd for future reference what would i do to make a bootie pattern smaller? Besides changing needle size..ThANX AHEAD OF TIME
